I think the only HAC that can get close is the Rook, and it's not really a HAC. Gravimetric backup in the lows and 2 ECCM, you'll never get a lvl 4 worthy tank on it of course.

The sensor strength of the targeter versus the targetee seems to effect the accuracy and/or quantity shown in the results of scanners. Am I right in this? Is there some known ratio that guarantees 100% accuracy?
